World Moo Duk Kwan® TAC
World Moo Duk Kwan® Technical Advisory Committee

Formed in 2018, the World Technical Advisory Committee (WTAC) was established to serve the art and membership, and to provide assistance to the President of World Moo Duk Kwan®, HC Hwang, Kwan Jang Nim.

The WTAC have taken on many of the functions which had been personally handled by Kwan Jang Nim up to that time, and have provided an enhanced connection between World Moo Duk Kwan® and the members of the various National Technical Advisory Committees from around the world.

Personally appointed by HC Hwang KJN, the 1st Generation WTAC consisted of four representatives; one from each of the World Moo Duk Kwan® Zones:

The 1st Generation WTAC served two terms from 2018 to 2024, dedicating themselves to the art and their duties with distinction. In April 2024, the WTAC reins were handed over to the 2nd Generation, with a formal announcement made by HC Hwang KJN during the Ko Dan Ja Shim Sa held in Sydney, Australia. The following members were appointed as the 2nd Generation WTAC for a four year term (2024 to 2028):

The purpose of the WTAC is first and foremost to preserve the art of Soo Bahk Do and the vision of the Moo Duk Kwan® as set by the Founder, Hwang Kee, and maintained by HC Hwang KJN. WTAC Members represent the organisation as a whole, not as an individual. They are charged with maintaining the standardisation of not only the physical techniques, but also Moo Do philosophy and the principles of the art. WTAC Members are involved in regular online meetings and training sessions, and meet in person once a year to connect, plan and coordinate national and international activities. WTAC Members are responsible for:

• Conducting Ko Dan Ja Shim Sa;
• Overseeing National TAC within their Zone;
• Supporting the Youth Leadership, Heritage and Silver Moo Do In programs;
• Attending and coordinating significant events within their Zone; and
• Reporting monthly to World Moo Duk Kwan® on significant events from across their Zone.

It is the intention of the 2nd Generation WTAC to build on the good work of the 1st Generation, and to continue to strengthen the foundations of the Moo Duk Kwan® for future generations to come. 

	Craig Hays, Sa Bom Instructor: HC Hwang KJN Date started training: Aged 8 Rank: 8th Dan Dan Bon: 23132 Located: Dallas, Texas USA Hays SBN was involved in the development of the standardized Sam Soo Sik Deh Ryun with Kwan Jang Nim and Kenyon SBN, and took part in the filming of the standardized Gup and Dan requirements videos. In 2012, Hays SBN worked with Kwan Jang Nim to translate Ship Dan Kum Hyung, and introduced to them to the World Moo Duk Kwan membership at the US National Festival in 2018. Hays SBN has a wife and two boys.
	Francisco R Blotta, Sa Bom Instructor: Francisco B Blotta SBN Date started training: March 1, 1983 Rank: 7th Dan Dan Bon: 29030 Located: Dojang Petroleros – Mendoza, Argentina Blotta SBN has been involved in the Moo Duk Kwan since he was born; his Dojang was located at the back of his house. He officially began his training at the age of four when his father allowed him to wear the Dobok and join the Dojang. Blotta SBN first met Hwang Kee, Chang Shi Ja and HC Hwang KJN when he was eight years old, and now runs his own Dojang. Blotta SBN is the current TAC Chair in Argentina, has a wife and two children and works as a Civil Engineer in the mining industry.
	Kim Wyles, Sa Bom Instructor: Michael Austin SBN Date started training: January 30, 1988 Rank: 6th Dan Dan Bon: 33986 Located: Sydney Moo Duk Kwan – Sydney, Australia Wyles SBN began training under Master Chris Austin at the age of six, and has continued training under the guidance of Michael Austin SBN. In 2014, Wyles SBN opened Sydney Moo Duk Kwan, and was appointed to the Australian TAC in 2017. During the COVID pandemic he was part of the team to deliver the Moo Duk Kwan 75th Anniversary as an online event and the relaunch of the Moo Yei Shi Bo (the official World Moo Duk Kwan newsletter).
	Diego Salinas, Sa Bom Instructor: Daniel Maronna SBN Date started training: 1992 Rank: 6th Dan Dan Bon: 35919 Located: WMDK Headquarters Spain – Palma de Mallorca Islas Baleares, Spain Salinas SBN started his training in Argentina under his instructor Daniel Maronna SBN. In 2006, Salinas SBN relocated to Spain where he was the founding member of the Spain Soo Bahk Do Moo Duk Kwan Federation. Salinas SBN was appointed to the World TAC as part of the First Generation in 2018 and reappointed with the 2nd Generation in 2024. In 2025 he was involved in establishing the Moo Duk Kwan in Portugal.
